I am the coordinator of a small group of seniors who have taught themselves to make animations using Photoshop and Image Ready. To get the Warp feature to work correctly for this task, open a new file same width and about twice the height of the image to be arced. Drag the image onto the new file and apply the warp to that layer

The Edit....Transform...Warp technique will warp the image, as it Distorts it may not produce the visual effect you are after, however there are many control points to move so it is probably worth a try.

there is no facility in IR 7 to Load Actions, they have to be placed directly in the IR Actions Folder. when you open IR the actions are available in the actions palette. In CS IR loads actions the same as PS.
