FF Gallery E has a hexagon plugin that might be useful. When I did something like this I put the honeycomb grid on a separate layer and went back and forth with magic wand on additional layers for the cut-and-paste.

Filters Unlimited has a Photo Aging Kit that colorizes, fades, adds dirt and scratches (even coffee stains), and creates old-style photo paper edges.
