I can't think of any plugins I'm afraid, but I'm wondering if you might have more luck looking for PS or PS CS actions for this effect rather than a plugin. I know I've seen loads of sketch-effect actions around. Hope that helps :)

I agree that your best bet for fixing blemishes is either the clone stamp and/or the healing brush, and I've also removed a port wine stain by underpainting on layers, with the top layer/original image set to luminosity and the under layer set to normal. Thanks, Mehdi. I thought it might be one of those things I just have to live with, but I hoped someone had made a filter or something to help. Oh, well. Back to the drawing board :)

Sorry, I can't help with a hair-plugin per se, but have you tried using PS hair brushes in layers and diff colours to build up? I got several free from the 2D 'Free Stuff' section on http://www.Renderosity.com and I purchased some from artists like antje and Lisbeth and Ravnheart/Toxic Angel later. ...
