The dots on the image that you supplied looks more like a tube that comes with PSP. It is called the Glitter tube. SBP is a very sensitive plugin. Completely uninstall SBP. I don't know about the Photo_Brush, but with PSP you have to have SBP installed directly in the PSP/Plugins folder, not a subfolder that you have for items you may use in PSP. I do not know exactly how detailed you are refering to, but Xeroset Plugins has some very nice effects. One in particular is titled "Illustrator" in the 2nd collection.
