Paint Shop Pro has a built-in lighting plugin, and I think that's the one you're asking about. It was introduced with PSP 8. I don't know where in the menu it's located in later versions, but in PSP 9 you could find it under Effects>Illumination Effects>Lights.

Hi Harold, Unfortunately, I can confirm that In Painter 12, plugins only work in Windows 32 bit. This information was received from Corel support. I don't use the Mac platform, but Mac users are confirming that plugins are not usable for them either. There is a big discussion about this at the Paint...
