Plugin to Make Rain

Hi Every1:

I have Windows Vista 64-bit computer. I use Paint Shop Pro X2 and Animation Workshop.

I am looking for a compatible plugin to make "rain" for a project. I tried downloading Ulead, but it won't work. Any suggestions?
