I wish I could help - but I have exactly the same problem. Only difference being - mine worked just fine until I had to reload PSP after my laptop crashed!
I am using PSP X3 and Win7 ultimate 64bit

Ulead problem solved : ) Now cannot install/load Xenofex 1

I had placed the dll in my syswow64 folder before I asked for help - as an experiment lol.
Since I upgraded to Windows 7 Pro (from home premium) Ulead now works - again no idea why!
Now unable to install/load Xenofex 1 : (
