It may be easier to export movie as FLC/FLI from the export timeline dialogue. This sends it to Photoshop as a "cartoon strip" that can be worked on. You can do this without a plugin in all versions of Premiere. Right click the piece of video on the timeline, select Speed and adjust the speed percentage.
