This is really a good question. I think that you can nevertheless impress people with images created with Photoshop or filter plugins. But only if you used these digital tools skillfully and creatively on the image. The highest skill in my opinion is to use the effects in a way that they aren't reco...

Do you mean turning photos into X-Ray prints? I don't think that you can imitate X-Ray prints realistically without very high effort, but you can surely give photos the impression of a X-Ray print.

You would need a negative filter and some other filters that produce erosion effects.

My Harry's Filters package which is freeware contains a Cartoon filter. It can be downloaded at http://thepluginsite.com/products/harrysfilters/

However there are already a lot of filters already included with Photoshop which let you create cartoon-like looks.

You have to open the Actions in Photoshop or PSE with the menu of the Action palette to have them shop up there.

Extensis plugins usually only work in Photoshop. I read somewhere that you have to copy some of the Extensis DLLs into the System folder to make them work in PSP.
