Could you post one of the scanned images? I tried to recreate a drawing to try to help you out but the paper I have has very light lines, which don't really appear when scanning.

Don't know of a heart plug-in, but you could just use a heart-shaped mask, selection or shape to achieve such effect.
As for the frost, the only plug-in that I know of is Eye Candy 5 Nature (www.alienskin.com).

I don't know about ready whiskers tubes but I've just created a tutorial on how to make them from scratch. It is quite a simple method.

.eps? This is usually used for vector files. If you need to convert them for printing save them as .tiff instead, although they've already lost quality by being saved as .jpg first.

Did you clean up the cache? Sometimes you either need to delete the patterns cache file (in the Cache folder in the PSP directory) or restart PSP so that it rebuilds the previews for the patterns. Same thing goes for tubes, brushes...

That's a normal thing to happen. After resizing, apply a sharpen effect on the image and it should look good again.

Oh, maybe you are talking about Ulead Particle - you can change individual parts of the effects.

And there's also Ulead FantasyWarp with warp effects.

Maybe this is a different technique than the one I've seen before, because you could do this using completely different images.
Anyway, this method only works in IE, nothing happens in Firefox, so it is most likely a programming thing.

I remember reading something about it, it has to do with alpha transparency.
In this case the alpha transparency was probably added through programming, since it is a jpeg image, although one might be able to create something similar with a png (I haven't tried it, but who knows).

Try using gradients.

There's a program from Extensis that will enlarge your images up to 1600%: http://www.extensis.com/en/products/product_family.jsp?locale=en_US&id=prod120009 I don't know if it will save it as .stn (never heard of it) but it might already help you. Other than that there are no tools that I'm aware of...
