Microsoft released an update for Windows 8/10 called

in the meantime, which fixes the problem. Please install it from Start > Control Panel > Windows Update if it is not automatically installed already.

Unfortunately I cannot reproduce the problem here.
After you clicked Auto, can you still change the curves diagram or do anything else on the Curves dialog or is it completely frozen? If you do not click Auto, does the Curves feature work without a problem?

Sorry to hear that. Are you using the Curves filter or the Curves adjustment layer? You are using the ElementsXXL curves dialog? And not the classic one, right? Did you do anything on the Curves dialog or does the problem occur when you click Ok or Cancel right away?

You only need to replace the plugin at
C:\Program Files\Adobe\Photoshop Elements 13\Plug-Ins\ElementsXXL\

You can activate the Auto Recovery feature of ElementsXXL under Edit > Preferences > ElementsXXL > General.
