Select the shape, copy what your are wanting in there, and then *paste into*, you can then try the different transform tools to try to get it to wrap to the shape. That looks like it was either hand drawn using Illustrator and a Wacom tablet, or it might have been traced from a photo with a Wacom. Most plugins that do this type of effect add texture to an image. You can create similar effects..not as exact and smooth as that though, with Photoshop's own filter...

Plugin Galaxy has a 'star filter' that works great for this.

Or....
Just use a bush and white color and reduce the opacity of the brush so that your 'sparkle' is just barely visible. Even if it's too much use Edit>>Undo to reduce the effect by using the slider and a blend mode.

Not that I know of. Do over and save as an eps or pdf and make sure to retain all layers, vector info and embed fonts. (pdf is recommended) Do NOT rasterize text layers, do NOT flatten.
