That can be done using the pen tool. This cell shaded art is one of the forms of vector art (it is best done in vector programs such as Illustrator but you'll be able to get a similar look in Photoshop using its own vector features).

Try putting it in only one folder (in this case, the Windows folder).
Also, if you open this file, i.e. in Notepad, does it still have the preset settings and stuff?

You've got the wrong folders there.
The file should be in C:\Windows.

You can get a similar effect with VanDerLee's OldMovie plug-in (shareware, $19.95).

Or you can download a few grunge brushes (search at www.google.com) and apply them around your image (the most used method).

I don't know of any grid plug-ins but there's a tutorial that teaches you how to make grids using patterns. It was written for Paint Shop Pro but it can be easily used for any other graphics software.

There are a few built-in Photoshop filters that could do that for you. The main effect you can make with mosaic/crystalise and the circular effect I think you can make using polar coordinates.

The shareware version is really good, you have control over every aspect of your flare/star. The freeware version is a little bit buggy but you could try it as well.
