To convert a FF plugin or FFL file in Plugin Commander, just select it in one of the two panes and press the Convert button. You will be prompted to select a few option and a destination folder.

I do not think that the Photoshop Plugin Interface will allow such "brush plugins". However, if someone should find such a plugin, I would be glad to hear about it, too.
