Only plug-ins created for Photoshop 7 and below are compatible (with very few exceptions) with PSP. I don't think you'll be able to get a nice 3D effect with this plug-in. The best way to get 3D is by using a 3D program.

You have to use Plugin Commander (http://thepluginsite.com/products/picopro/index.htm) to convert Filter Factory files to a readable format for PSP.
