It depends on what you want them for: text, general effects, 3d effects, photo correction... Pick up a subject and it will make it easier for you to get the links (or at least links to plug-ins that would really interest you) :D

Paint Shop Pro 7 sometimes can handle dwg files, however the viewing isn't that great, and I think the same goes for Photoshop, since neither of them are vector-based programs. After looking at the photos I'm sure the Burn tool will do the job, it is a very light glare (it would be a problem if you had very bright white spots).
You'll might have to use the Clone tool too for the skin (also using low opacity).

I'm not sure how bad the photos are but usually using the Burn tool with low opacity should do the trick (or at least help solve part of it).

I couldn't see the site but usually pixel people and general pixel graphics are first created in Illustrator, Freehand, Corel or any other vector based programs and then exported into Photoshop for finishing.

I don't know what kind of image it is but you could try to duplicate the layer and remove the elements that you don't want.

There are several plug-ins that will convert the color into a letter leaving a black background. One is from the FF Galleries but I don't remember which one it is (or even if it is from the FF Galleries, all I know is that it comes with many other filters... maybe Unplugged) and the other one is Pan...
