Basic use of 'Plugin' manager

I'm what some people call a 'Newbie'. I believe what I want is a 'Plugin' manager. What I want to do is manage the large number of plugins I have to reduce the number that are actually available at any one time. Where would the best place to get a 'tutorial' on how to setup and use a Plugin manager?
