enhancing text pictures

I have been trying to find a filter that would enhance text jpegs so I can
OCR them more accurately. I am not sure what that type of filtering is called, so I am having diffculty finding anything that will do the job.
does anyone have a suggestion for where to look?

Paint Shop Pro 7 (http://www.jasc.com) includes a filter for enhancing overcompressed JPG files. ImageDoctor from AlienSkin (http://www.alienskin.com) includes one, too.
