Where can I find a brush tool that can be used on eyes. That unique phenoma the happens when light hits the lens of the eye and produces that bright color wedge. It must have the same texture as the iris.

Are you trying to remove or create this phenomenon? To remove it you could create a copy of the original image, rotate the image and clone from the copy with a soft edged brush. You will have a good match for texture and color that way.
