Create Photoshop Plug-In

I'm creating Photoshop Plug-In right now, and there is some probrems.
My development environment is Visual Studio 6.0 (sp6).
When I start debug mode with using Photoshop CS, error message comes out.
It saids "The error occurs in Application Library, so it can't continue. Please reinstall application."
This error message is transrated from japanese by me.
Is it impossible to debug in Photoshop CS?
