zooming

how can i clean up a pic that i zoomed in on ,,,so it not so pixelated,,.
if any one can help me with this ,,or know a reasinable $ program let me know .,,,,, i have a lot of photoshop prog. adobe 7.0 is the one i use the most, but if there is a plugin or program out there let me know
