Sorry, I can't help with a hair-plugin per se, but have you tried using PS hair brushes in layers and diff colours to build up? I got several free from the 2D 'Free Stuff' section on
http://www.Renderosity.com and I purchased some from artists like
antje and
Lisbeth and
Ravnheart/Toxic Angel later. It's free to join and download free items and I find it a really inspirational site. You might also try
http://www.deviantart.com and try a search for 'hair' in Resources/photoshop brushes
