resizing pictures in psp

I have psp9 and I like to make avatars for the chatrooms but when I resize the pics they are blurry... I'm not sure what I am doing wrong..

That's a normal thing to happen. After resizing, apply a sharpen effect on the image and it should look good again.

If possible, design the image at the image size that you want to use later. Otherwise try the "Pixel Resize" option in the Resize tool. It doesn't blur the image, but may produce a slightly pixelated look.

Try setting USM to 250, 5, 0
That is what I used with my avatar.
