PSP7 A general image editing question

Hi,
My children make the best (of course!) artwork during their day to day.
Often I would like to scan the images and incorporate elements into other projects. One puzzle: a drawing on ruled paper; blue lines on whitish paper.
How can I quickly eliminate the blue lines? After that is done, how can I change the whitish,paper colored background? When scanned, the paper
shows up as "not white".
Any suggestions woulld be appreciated.

Could you post one of the scanned images? I tried to recreate a drawing to try to help you out but the paper I have has very light lines, which don't really appear when scanning.

I have an image but don't know how to get it to you. I don't have a place to put it that you can have access to (that I know of). Now what?
