99% of the plugins that are called "Photoshop-compatible Plugins" or "Photoshop Plugins" will work in PSP X. You can find an overview of these plugins here:

In PSP X the plugin folders are defined under File > Preferences > File Locations > Plug-ins. By default you will see the Plugins sub folder of the PSP X folder activated there.
So there are two possibilities:
1. You can install plugins into the Plugins sub folder of the PSP X folder.
2. You can install plugins anywhere you like and later enter the location under File > Preferences > File Locations > Plug-ins in PSP X.
You will find the installed plugins under Effects > Plug-in Filters in PSP X.
