PSP X2, wondering how to achieve this look

i used psp x2 to create the effect you are looking for.
open up your graphic in psp and choose the selection tool set at rectangle, (feather 0) go up to selections and click on float
next go to effects--3d effects--cut out with these settings vertical and horizontal set at 0
opacity at 100 and blur i had at 69 but you can play with that one
