Caravaggio is new plugin (PS, PSP compatible) by Xero, at http://www.xero-graphics.co.uk The site has a few brief but sufficient instructions for using it. It's my favorite "oil" filter now, and it is free.

Here's one portrait I did with Caravaggio; the original photograph was mediocre, and the filter saved it.

You can try Dynamic Auto Painter , it is a standalone program, not a plugin. There is a free trial but it does leave a watermark at the bottom of your painting. I bought it and use it all the time. http://www.mediachance.com
