How to add Plug Ins to Premiere Pro

The title says it all really... although a frequent user of Premiere Pro and After Effects I have never used any additional plug-ins. I recently required multiple Old film files (scratch, grain etc), I was told to add this directly to my Plug-Ins folder found within the Premiere Pro Folder. Yet this doesn't seem to exist... along with the auto save folders there is a Styles and Template folder but no Plug-ins.

Hope im not being to basic for all of you out there, any help would be greatfully recieved.

The plugins folder is probably a sub folder in one of the mentioned folder. Just have a look.
