I 'm a little confused on which plugins I need to make different transitions in Adobe Premiere. Although I could use them in photoshop, are these used for different transition effects in Premiere?

You can use the edges from Edge & Frame Galaxy to create transitions. However, the process is a bit complex and you need some knowledge about Premiere. The basic ideas is to zoom and move the edges over the video in a way that they reveal the next clip. The Edge & Frame Galaxy product pages show two GIF animation that demonstrate the idea.
