Mosaic filter/plug-in?

What filter or plug-in can take a photo and produce this effect:

Looks like a very small repeated pattern was blended with the image. The Screnworks plugins from http://www.cybia.co.uk/screen.htm may do something similar.

That didn't quite do it. There is no way to modify the
settings of the applied pattern. The transparency setting
affects only the original image.

Another option is to sample the pattern from that image to create a semaless texture. That texture can than repeated over your image and blended with the image below.
