I have a zillion plugins, and I don't think these images used plugins to any significant effect. The second image looks like it was done in a vector drawing program like Adobe Illustrator. The first and third look like they are done with a camera lens that distorts the perspective. You could try selecting the car and transforming the perspective in Photoshop or a similar program.

Try the new Studio Artist 3.0 with the vectorizer settings - auto rotoscoping with great control.

No plugin needed

The effect can quiet easily be made without any plugin. Just use the posterize effect in Photoshop (or most other similar programs) Reduce the number of colours to get the desired effect.

I 'm not sure about the name but there was a plugin for browsers which makes this kind of pictures for Web from 3D objects. Maybe it is Swift 3D!

Most likely, these pics were rendered in a 3D program like Maya, 3DS Max or Softimage using a non-phototralistic renderer. For example, Brazil Rendering System from www.splutterfish.com can do that -- see their gallery. I doubt that the same quality could be achived using any plugin.
