Does anyone know whether there is a plugin for Photoshop out there that can transform an image into a cartoon.

My Harry's Filters package which is freeware contains a Cartoon filter. It can be downloaded at http://thepluginsite.com/products/harrysfilters/

However there are already a lot of filters already included with Photoshop which let you create cartoon-like looks.
