You need to double click the downloaded file to run the setup. During setup you will be asked to choose a destination folder. Please choose the Plug-Ins sub folder of your Photoshop Elements folder.
After the setup finished, run Photoshop Elements and look on the Filter menu for the PhotoWiz sub menu. There you can find the PhotoFreebies.
