I know about the Xeneofex 2, however it has a paper tearing filter, and I need metal surface tearing look, as can be seen on this example. I've seen this effect in many works, so it shouldn't be a manual work, but an existing plugin instead.

Use the filter and then apply a metalic layer style.

You'd be surprised how much manual work goes into things!
