Rorshack (ripleyer), Unplugged Effects (acid waterfall), Cyber (glitter)/Embossworks(several), Kang (several), Flaming Pear(several), & Redshack (several) ...

... are freebie packs available in areas/links here ... that might be good starting points.

That's not all by a long shot, but just a few to mention off the top of my head.

Cheers,

Rick.

Rain Plugin

Ulead PhotoImpact 8.0 and some earlier versions, have a wonderful Particle Gallery filled with a great variety of natures plugins. The user has full control of each particle and can modify and apply just by right clicking on each thumbnail. These include, rain, snow, bubbles, clouds, smoke, stars, fireflys and fire. I have used Ulead PhotoImpact for years and it has become my primary graphics program. It also accepts 3rd party plugins.

Ulead Particle is good. AlienSkin's EyeCandy Water Droplets is very good.
