You can also create a rippling water animation with Photoshop plugins that were not made for animated effects. You just need to change the slider settings for each JPG frame. OF course, it is much more work and more difficult than using an animation tool, but it can work.

Wow, thanks Kevin! I'm going to try Swirlz out. I need to learn how to save individual animation frames as .jpgs to load onto a texture...nice!
