There is the GIMP plugin host whose source code should be available, but the GIMP plugin host is not very compatible according to my experiences.

I know a Hungarian guy who wrote a Photoshop plugin host and sells it is a DLL or static library. This plugin host is currently used e.g. in Ultimate Paint, Photo-Brush and Irfanview and is quite compatible.
