I still use PSP7.4 as my working horse. I know it so well and like it better than the newer versions.
Now I wonder if there is a god cut-out filter that still can run on PSP7.
All of the new good ones just are Photoshop compatible

Do you mean a filter for masking certain image area? Have yiou tried Fluid Mask (http://www.vertustech.com)?

How to protect photos
For something as special as this is, I would go to a framing service and ask them what sort of treatment is best. It all depends on the paper and finish. I would also use non-reflective glass, that would deflect the sun from the portrait. The professional service would know for sure.

PSP 7 was my second PSP, a fantastic program - and a special thanks to J B Kabala. But, if the plugins you are talking about, are .8bf they will run under PSP 7 as well. Just check out the "ending" - .8bf.

Sorry, don't really understand the problem, but if you want to get rid of "dust" on a digital pic, just try the Polaroid filter, "pdsr1_0.exe", works as a stand alone. If you cannot find it anywhere on the web, please send me an e-mail to: eritott@hotmail.com and I will send it to you. A month ago I got a pet portraits from a reputed company in UK. I have a doubt but they are not responding to my mails.
My doubt is --- that how to protect the portraits from the dust and all? If i can get a few ideas would be helpful for me!
