EyeCandy 4000 is PowerPC software, so in order to use in Photoshop CS3 on an Intel Max, you need to run Photoshop CS3 in Rosetta mode. To do that please select the Photoshop icon, select File > Get Info and activate the Rosetta check box. Now if you run Photoshop CS3, EyeCandy 4000 will show up again.

Running Photoshop CS3 in Rosetta mode means that Photoshop will run a bit slower, but it is usually not noticable unless you use very large files with a lot of layers.
