I couldn't see the site but usually pixel people and general pixel graphics are first created in Illustrator, Freehand, Corel or any other vector based programs and then exported into Photoshop for finishing.

These pixel people can also be done in Photoshop. What you have to do is create a small canvas e.g. 16 x 32 pixel. Zoom it to e.g.800% or 1600% to be able to work with it and use a 1-pixel large brush to draw these pixel people. After you are finished, resize the canvas e.g. by 400% with the "Nearest Neighbor" setting. This will make the image large enough and create the pixel effect.

I couldn't see the page in the link you submitted as an example, but here's a pretty cool free tool you might want to try for creating those popular dolls type images: http://www.axiomx.com/PixelToolbox/index.htm

It's a program for creating patterns, cursors & icons, but should work quite well for making those tiny cute little doll images.

My daughter made one in a similar type program that was available online a while ago, but don't remember the url for it right now.

I'm not sure if this is exactly the type of image your looking to create, so here's the one my daughter made just to show as an example: Image
