I believe I once had a free photoshop application which would 1) turn a black and white images into an image using a limitied pallette a few different shades of grey (resulting in sharp divisions betweeen the shades) and then 2) one could ascribe a different colour to each of those hues. (this was quite easy in the days of Deluxe Paint.)
It may have been two separate plug-ins. I believe the computer-name for the first step (sometimes called colourization) is quantizing.
Not sure about the next step.

(Incidentally, I'm using this in Mirage, not photoshop, so photoshop's on-board filters aren't available.)
