It depends on what you want them for: text, general effects, 3d effects, photo correction... Pick up a subject and it will make it easier for you to get the links (or at least links to plug-ins that would really interest you) :D

I like practically of of Flaming Pear's plug-ins (www.flamingpear.com), Paint Engine (www.fantasticmachines.com) and Filter Farm (www.kees.cc/ffarm/ffarm.html).

Personnally, I like nik multimedia plug-ins:
- nik Sharpener Pro! that allows you to sharpen optimally any picture according to the output you're gonna use.

- nik Color Efex Pro! offering you 55 versatile filters, from conventional effects to more artistic ones.

- and finally, they have Dfine, a powerful noise reduction plug-in.

I agree that Alien Skin/Xenofex are the best for special efects, but I must add that I am surprised no one mentioned Extensis. PhotoFrame beats PGE (Auto FX Photo Graphic Edges) hands down for versatility, speed and ease of use, and they just came out with a new version (I cannot afford to upgrade yet, so I havn't tried it--but I intend to) I have both programs and way prefer Extensis. Auto FX is too cumbersome and delays PhotoShop load times by double (I have also been fustrated with crashes and quits from PGE--FYI: Mac OS 9.2; Photoshop 7.1--my switch to OSX may improve things greatly, but will be delayed for the release and my afordability of Quark 6).
Also for photographic quick repairs and adjustments both Image Doctor by Alien Skin and Extensis Intellihance work wonders. They are different in both approach and ability, so I use them both for different purposes. Intellihance is great for batch processing. If you are a student, go to JourneyEd.com for excellent pricing. You will find student pricing to be about the same for either products (Extensis vs PGE or Alien Skin) depending on sales and which filters you want. A Google search will provide any links you could want.
