[ANN] Paint Shop Pro file format plugin for Photoshop

The plugin adds the ability to open Paint Shop Pro 5-7 format files.
SUPPORTED
* PSP 5,6,7 versions
* uncompressed, RLE and LZ77 compression formats
* 1, 4, 8 and 24 bit depths (Bitmap, Grey Scale, Indexed and RGB modes)
NOT SUPPORTED (YET)
* Saving
* Layer transparency
* Alpha channels
OTHER LIMITATIONS
The Photoshop plugin interface only allows access to a single layer, so
of multilayer PSP files, ONLY THE FIRST IMAGE LAYER will be read.
Later versions will present a menu on open, allowing any image layer
in the PSP file to be chosen (but still only one at a time).
