You can only edit these preset files with a hex editor. Type "free hex editor" in Google. You will have a problem identifying the settings in there, but the texture paths are visible.

If you have the preset files, why not simply open then in the plugin?

If you open in Notepad you will be able to see what files were used but the rest won't make sense.
But as Harald says, why don't you open in SBP, unless of course you meant by corrupted that they won't open anymore.
If they are old presets they may appear different then what they used to with the new SBP versions as some settings have changed.
I'd suggest on your new setup you do something like mine.
I save each Designers presets in their own Folders inside a folder with the Designer's name. I also leave in those folders a copy of all textures and environment files etc so if something happened I know what files went with what presets. The files are small so it doesn't increase folder size by that much.
