photoshop CS .. S-Spline?

Why doesn't photoshop offer S-Spline as a method for resizing/resampling images? Is there a plugin for photoshop that provides this?

What about Mitchel or the other methods available in Arles?

S-Spline is a propiertary algorithm of Shortcut Software, so Adobe would have to pay license fees for providing that method in Photoshop. I guess they don't want to do that. The Mitchel algorithm is similar to Bicubic which is available in Photoshop.
