use colorwasher before or after shadows/highlights tool

I take many sunrise shots where the foreground is dark, and I use the Photoshop CS shadows/highlights tool to bring out the shadow detail.

Would you recommend using ColorWasher before or after bringing out the shadow detail?

I would recommend using ColorWasher at first. Photoshop's Shadows/Highlights drains out the colors in some cases.

Sometimes you get better results when using ColorWasher's Highlights/Shadows feature instead of Photoshop's Shadows/Highlights tool.

Just do some tests and see yourself. Please let me know what your found out.
