Installing Plugin In Plugin Commander

Hope I'm in the right forum with this question?
I have Plugin Commander Pro & ME & have downloaded a plugin called Paint Engine. After I unzipped Paint Engine plugin, I now have two files. One file says it is a configuration setting file and the other is the Plugin which says it is 8BF file.
Question? Other then getting that 8BF file into Plugin Commander what do I do with the configuration file that unzipped with it? Someone told me to put it in my Windows system file. Should this be done? Where am I suppose too put this configuration file? If I run into another plugin that has a similar file do I handle it always the same way? Thanks!
