I have tried following the instructions on this forum to install these plugins. When I get to the part about the DEP selecting pspx2.exe is not an option for me. I have Vista and PSPx2. If this filter is a lost cause I give up then-lol.

You just need to select the .exe file of PSP X2 from a file dialog. If you have PSP X2 installed, it should be possible. You just need to find out where the PSP X2 folder is located.

I don't know I have done a search on the system in the search folders and an advanced search and nothing came up under that file name. I am just going to leave it alone I don't want to mess anything up on my laptop.

You just need to right click on the PSP X2 icon on your desktop or in your Start menu and choose Properties from the appearing context menu. In the new window you will see the path to the PSP X2 .exe. This is basic Windows knowledge.
