Th general selection tool has changed properties?

may be a silly question but....
the general selection tool in illustrator/photoshop no longer selects the 'area' of say a circle, text etc, so that a can easily change the size of the selected object....what have a done????

click and hold the button for the selection tool in the toolbar (in photoshop) and report back what happens
