Filmic Effect

Hey where can I find a plug-in for Adobe Premiere 6.0 or higher that would create a filmic effect, I know by changing the frame rate from standard NTSC 29.9 frames per second to 24 helps get that feel however the way colors work in film is differnt from video if some one knows of a free plugin for that that would be great.
